Did you have to get the car smogged when you bought it? If it passed emissions then chances are your O2 semsor is fine.

But still, 13-16 mpg is pretty bad for a VE even in the city.

IIRC, the VE V6 manual was rated at 20/26 in early 90's ratings. Your Dad's Saab is more likely a light pressure turbo 4 and as long as he doesn't put his foot into and engage the turbo it he's going...
