I have quickly suck with a small piece of vacuum pipe on the on the power valve actuator and it does move the power valve. I just can't suck hard enough to fully open it but it goes about bit more...

If your going by the smoke then I don't think it's tires. If you watch closely the smoke comes as the back end of the car lifts up, thus is it when the power is taken off the wheels. Thus it is not...

I tested the old cmps by removing the distributor and turning it by hand slowly and measuring the output. For the 1degree slots i was get the 0v 5v alternation. with the 120degree i was not getting...

The pickup was bad. Was not getting the 120degree signal at all. Did try to clean the optical but did nothing. Can also not nicely clean it as there is a metal plate that cover them...

my VG30 5sp has got 11.86km/L (33.5mpg) before when it had 130 000km's. Now if I remember correctly it has a 65Liter tank. That gives 65*11.86=771km. So 800km could be possible.

I keep a a book in my car and then from time to time I read it in a excell spreadsheet with graph's. Buy watching your mpg you can quickly see if something is not right.

If the plastic coating of the cable have a hole in it, water could cause the cable inside to rust and get stuck or move hard. This could have been the E-brake problem before you replace the calipers....
