Mine has been stuck in the up position for 6+ years. I was told it was the motor which was costly to replace so I've left it alone. Doesn't really bother me.

I wouldn't hold your breath for any noticeable horsepower gains. You may notice improved throttle response. The sound will definitely be a louder, more aggressive sound when going over 3K RPM's.
