I checked the voltage on the ground wire at the solenoid, and it's 315 mV when the engine is warmed up and idling above 2,000 rpm. Below 2,000 rpm, it will be close to the charging system voltage....

Why would that be caused by the fuel pressure regulator? Is it leaking? To replace it, relieve the fuel pressure and then just remove it. Those two screws will be a challenge.
