Have done both
For springs, I'd recommend a clamshell type spring compressor and for rear calipers you need a good tool to turn in the piston. The front caliper pistons are much easier to reset.

For 97-99 that's probably true. 95/96 have longer B pipe. I installed a Megan cat back for 97-99 which came with short S pipe to bridge the gap.

You could buy a quick strut Monroe or Raybestos and use all of the parts except for the strut and spring. The individual parts adds up quickly $$$. And some are hard to find an aftermarket maker...
