Corner/Fog lamps

Neither of my corner/fog lamps work, referring to the circulars at side/front of bumper. Are these meant to come on with headlights, or are they for indication? Either way, are they both on a fuse...

I tried to use Meguiars PlastX on a couple small scratches on my outside plastic Navi screen and it ended up hazing it and scratching it more, it isn't too noticeable until a sun glare exposes it...

What do you find is the best way to eliminate interior creaks? I've heard all they ever are is plastic rubbing on plastic or metal, and that double sided foam tape between the two might do the trick?...

Won't tire balancing be ineffective if it's not the tire but the actual wheel is actually out-of-round and therefore hits the ground non-uniformly resulting in shake?
