I think njmaxseltd is correct. If you've never experienced an ABS system engaging then it can come as quite a shock. Try the ramp test again when the roads dry out and see if it's normal again.

Like Joe said above, check for the circuit breaker. Refer to the EL section of FSM, if you haven't already, it's page EL142 for my 97. It looks like the breaker is behind the drivers side kick panel....
