any registration out of state requires an address of residence that is within that state. you will have to follow your "residence's" laws for the most part, city sticker being the most easily ignored one. I have had my cars registered out of WI for several years now (no emission testing, no insurance requirement, no city sticker) it was significantly cheaper before to be up in WI as well, but that changed last year, plates now cost the same as IL, but still no city sticker to pay king Daley.
BTW, technically you only have 30 or 90 days to transfer registration when you move. If you are out in bumbledoody with a smart a$$ revenue officer they can write you a ticket for improper registration especially if your name on the plates match your IL drivers license name exactly and they run both. Happened tomy mother-in-law. she had Elmmwood park registration for the plates, but her license was in chicago. She got multiple city sticker tickets because of it.
