3rd to 4th shifts?

Big Texan and I were messing around this weekend on an open road and when ever I pegged out 3rd and tried to shift to 4th it would not let me. I have to slow the rpms down to about 5,800 before it will let my hit 4th. Whats up with that? Is there anything i can do about it? It is very anoying when you get passed because you can't hit 4th.
