Help with some simple performance mods :(

So, lately my Max has been feeling a bit sluggish to me, after I clean out various things I want to give the poor thing a bit more power. But here's where the problem comes in, California

We all know how much California hates passing cars for emissions. So I'm hoping you guys could help me out with some things I could tweak with my engine to give my baby some extra oomph but that'll keep me under the emissions radar in CA.

I agree, thats like what? 65 horses more? good luck getting that with bolt ons or tweaking. And you will still be quiet, which is a big plus

Sounds like you need a tune-up. Replace your spark plugs, are you due for an oil change? Fuel filter? Check your CEL for any codes. Clean your TB maybe it's stuck. Then, if all fails... buy a turbo and your car won't lack anymore "oomph"
