The PS fluid was a little low but not so low that it should make noise. When my hose cracked I could just turn the wheel and rev it and I would hear the pump make noise but this noise only happens...

It looks like a warpspeed y-pipe for a 2000/1 "cali" spec maxima. You should be able to tell if your car is Fed or Cali by looking under the hood....
