Maybe. It is possible that I could have used the bulb in another slot or cluster before since I have 3 of them, and that's why it was missing on mine. But its never a bad idea to have spares :laugh:

I would most likely say it is the clock spring and its connection to the wheel/horn. The horn iirc operates when it is shorted to ground and the wiring could be damaged or the clock spring is bad.
