nissan 1991 distributor rotor

On the 1991 nissan maxima the distributor cap is removed with three screws. The rotor is supposedly held on with one set screw. I remove the set screw but the rotor will not come off even by prying...

There is no leakage. I assume there is an internal piston that has lost its seal internally. This sounds non repairable. I should probably just buy a new or rebuilt caliper, correct? Is it posible...
