First things first, people probably want to know, "How do people do this stuff?" when it comes to digital graphics and all. Usually it's a matter of people screwing around and remembering their steps( I believe/don't quote me on that). However, almost anything you can think of now, as for Photoshop, has a tutorial on how to do it. You use the tutorial(s) and run with your imagination. There are hundreds of beneficial tutorials, especially for beginner users of such photo editing software.
Aside from that, I'm curious as to can we have a dedicated thread for posting tutorials. Since this is a car forum, i figured I'd post a few tutorials for editing cars (chopping), replacing rims, etc.

The Photoshop Bible displays in various step-by-step tutorials for "chopping" and any other transformations any individual would like to make to their or another person's car pictures.
