P0420 CODE on a Subaru Legacy

Hi,

We have a 2002 Subaru Legacy. It has about 110K on it. The P0420 Code came on. We Changed the 02 sensors, And the Catalytic Converter with an Aftermarket ( Long Island Cat ) 2 times! That light still wont go away. I was thinking it can possibly be a Mass air flow sensor? Or i need to buy the Factory Cataytic converter?

Car has new spark plugs and everything else.

PLEASE HELP!!
