you could also save up and look into BC coilovers i have heard good things about them.

they are about a grand but they are completely adjustable ride height stiffness etc.

How many miles are on your car? the reason I ask is you could get away with just springs on stock struts for a while if you have a low milage car.
But keep in mind the struts need to be removed and springs placed on (not that difficult to do yourself) but once one of your struts goes you will need to redo the job.
I have always been of the mindset while you have it apart replace everything you ever plan on as long as you can afford it.

no you wont NEED spacers I put them on so the tire is more fl;ush with the fender. it widens you wheel base and gets rid of the "tucked" look of the wheels.

your offset is fine you will not rub. i have 19x8.5 38 mm offset and 15mm spacers in teh rear and 5 mm in the front with 35 series tires. so your fine.

I would go with tein ss thats what I have its not too low does not rub and is a better spring than megan racing. but remember to replace your struts too. At least go with the tokiko blues.

with that drop you could still use your stock wheels and winter tires for snow and have plenty of room.
you can get some really good deals in the group deal forum.

I had the H&R springs on illuminas and the drop was no where near low enough so I went with the tein springs. The ride on the teins imo is actually better than the H&R's I had and the wheel gap is alot less.

as far as rubbing What is your offset on your wheels? and what size tire do you have on there? If wheels and tires are upsized correctly the diameter of the entire wheel and trie should not change at all. with the rims im sure you went wider than stock but the key is the offset.
I am on 19x8.5 with a 38 mm offset and 235 35 zr 19s=no rubbing. thats on tein s techs the lowest yuo can go with springs.
if you are worried about rubbing the only place you would rub is where the rear fender meets the rear bumper there is a bracket there that you can grind down about 1/2 inch (if you need to) and there shouldnt be a problem at all.
My suggestion is if you do drop dont just change the springs get some high quality struts as well I suggest illuminas when I put on the s tech springs I set the illuminas to 2 and she feels great (not stock, definitely stiffer but great nonetheless)
