I think it is. Maybe some kind of air intake system since it is right above the stock air filter location.

maybe he bought it with a blown engine or something and got a new one for cheap, and got the Stillen kit cracked/damaged for a few bucks and Bondo'd over it? i remember someone entered a Miata in Lemons and those dont sell for under $1500+
