OBD-II code reader - $39.99
Harbor Freight has their LAUNCH OBD-II code reader on sale for $39.99. According to the online manual, it can display up to four codes and will also reset the ECU. I have no idea if it's any good nor if it works as advertised, but for that price it may be worth a try.

probably this one does not give you the error message but just the code. you will have to refer to FSM to get the description.
I would spend a little bit more on the one to the lap-top PC. It has a lot more feature and it is able to obtain some real-time reading of your sensors.

Yup, just the code. But the "manual" that comes with it does have the descriptions as do numerous sites on the web. I have the Harrison OBDScan tool BTW and love it. Just figured some people who don't care about all the bells and whistles and want to save $100 might be interested.

without corresponding scanning hardware, the J1962 connector
to connect to your OBD-II port on the car, etc. it's worthless.
