Welder, cut off wheel...

Hey guys, i have a 3rd gen maxima and it has some rust since i live in the rust belt and all that bad stuff... I was thinking of maybe buying one of those cheap welders and cutoff wheels to experiment with some rust work. Things like cutting of the edges of the wheel well or back of the rocker panel, and welding in some old sheetmetal and then bondo-ing and painting. I saw some cheap welders on harbor freight taht i heard would work but i am unsure.

Theres a couple relatively cheap welders, but will they even do the job?
What about this as a cut off wheel, will it work?

Any help is appreciated, Im am clueless in this area, but everyones gotta start somewhere.

Flux core welders will put down a real messy/smokey welder. At least get a cheap unit that uses gas.

That dremel thing won't cut it. A cheap 4" grinder with the right cut off wheels would be a much better tool. You can cut, grind, sand etc... with it.

4' grinder.

I didn't see any 100v mig welders on there. Odd
