White Residue on Chrome Rims?

White Residue on Chrome Rims?
After being SO busy this Spring I finally got a day off of work and was able to put on my rims for the season. Mine are chrome n black polish painted, which I had to touch up a few spots, but anyways things is...I cleaned the rims VERY good front and back, dried them and then stored away each seperately (2 bags each)
Long story short, I've got this white, crystalized-sugarish type of residue all on the inside of the rim, in the rivets and in the lug nut holes....WTF is this? Could it be oxidization or what? I have no idea and also have no idea how to get rid of it. I tried washing with warm soap and water and scrub the inside part, but it' still there for the most part.
