You can't go wrong with the Porter Cable. You will not burn or scratch your paint with this machine. Well, unless you polish it with sand under the pad. You'll be happy with it! I've had mine for 6 years now without a problem.

PCs are 2500-6000 OPM as it's an orbital rather than a rotary. The only way you'll hurt your paint with a PC is if you drop it on the car. It is definitely the way to go for a beginner.

Rotories you would want 600-1500 (or maybe 2000), but you can hurt the paint with these, go with the PC.

The Porter Cable is your best choice. You ought to be able to get one for less than $130. You'll also need a backing plate and at least 3 pads. Those will run $40 - $55.

I've had mine for about 3 years. The best detailing investment I've made.

A rotary spins the pad 1 way - in a circle like a grinder. An orbital spins the pad 2 ways - in a circle and also in a random back and forth pattern.

Porter Cable makes 2 orbitals that are virtually identical. The 7424 (marketed as a random orbital polisher) and IIRC the 7336 (marketed as a random orbital sander).
