The biggest improvement one can make is to improve the driver. Aside from seat time, the best autocross instruction anywhere is the Evolution School. http://www.autocross.com/evolution/
Two pretty big clubs in CT that a lot of us (MA guys) go to. They have schedules up and stuff so if you want to get started these are great opportunities.
