96 maxima SAFC wiring problem

Hey, i bought a used safc off of my friend and went to wire it up and i was using this diagram... http://www.dynomagic.com/images/diag...0SAFC%20II.jpg. Well, i finally got everything wired up followed the diagram directly and seemed to be fine, i put my ignition on the ON position all my other lights lit up, but the safc itself doesn't turn on or anything it just seems to be dead. So i unplugged the harness itself so when i do try to start it, it doesn't save as the other person's AFR. So i go to start up my car and it sounds like its gonna start it does that ch ch ch ch noise but doen't start? So i hooked up a volt meter, the battery is runing 11.8 which seems ok, and the wire going to the ECU is only reading .4 which is less then half a volt? what could cause this, this would be a reason it's not powerful enough to light up the safc and make my car run, BUT my interior lights and all of that **** turn on? PLEASE help, keep in mind i don't know to much about wiring so explain it simple to me, my uncle does stuff like that for a living and he's the one that helped me wire it, thanks alot!

Recheck all your wiring and make sure that both the power and the grounds are installed on the right wires.

double check the maf wire going to the afc. Make sure you had completely cut it, not spliced into. I had the same problem with mine.
