Hey, i bought a used safc off of my friend and went to wire it up and i was using this diagram...

Well, i finally got everything wired up followed the diagram directly and seemed to be fine, i put my ignition on the ON position all my other lights lit up, but the safc itself doesn't turn on or anything it just seems to be dead. So i unplugged the harness itself so when i do try to start it, it doesn't save as the other person's AFR. So i go to start up my car and it sounds like its gonna start it does that ch ch ch ch noise but doen't start? So i hooked up a volt meter, the battery is runing 11.8 which seems ok, and the wire going to the ECU is only reading .4 which is less then half a volt? what could cause this, this would be a reason it's not powerful enough to light up the safc and make my car run, BUT my interior lights and all of that **** turn on? PLEASE help, keep in mind i don't know to much about wiring so explain it simple to me, my uncle does stuff like that for a living and he's the one that helped me wire it, thanks alot!
