I also think it's the ABS. When I had problems with a wheel sensor, I read the theory of operation and it said the noise may be heard and is normal operation to pressurize the system.

The ABS will "relieve" brake preasure or "add" brake presure or "remain the same" preasure as road conditions change. I think the noise we hear is the pump charging the system.
