GOT IT FIXED UPDATE:

I got if fixed yesterday. I went out to the junk yard and picked up an actuator and vacuum pump and put them in my car and now the cruise is working again.

I still don't know which one of them was the problem but I know that the pump didn't have enough vacuum pressure and the actuator had a crack right where the hose connects to it.
