I checked the actuator and it works. From all I have done so far I think its the pump. I am reading the FSM right now to see how to do the diagnostics on it.
EDIT:
I checked the pump by applying 12V directly from the battery to terminals 1 and 4 as the FSM said. I could hear the pump because it was kinda loud but I didn't feel much vacuum presure at all. I do not have a vacuum gage to I did it by feel with my finger and also I plugged the hose to the actuator to see if it will pull on the cable and it DIDN'T.
So I think its the pump.
