Block heater?

Block heater?
Hello I am in Canada and I've been told that all the cars for Canda must have a block heater? I have been looking for the heater and can't find it. I know for sure there is no cord in my car, wondering if I just have the block heater and no cord?? ( if so I need to get it) but where would it be the heater if it is instaled on my max (2000 SE).
I did search but could not find anything.
Thanks

It seems like most GLE's built in Canada have a block heater so you can hit up the dealership for one, or just get a generic one from some place like Canadian Tire

I am in SW Ontario so usually temp no lower than -15 sometimes it can go low but it is not frequent. I just want to protect the engine at cold starts.
Let me rephrase my question. anyone has a picture of where the engine block is located on the VQ30DE-K. That way I can look there and see if there is a OE block heater perhaps I need to buy/install one.
Thanks.

only advantage to a block heater is the heater will work a little sooner when you get in the car. Or too keep your coolant from freezing if it gets below -40
