Your'e half way right. There will be no VAIS when you install your blockplate. The only part of the VIAS that will remain is your gasket to be used when installing the block plate. You remove the VAIS in order to install the block plate. This, in return, means that there is no variance in the amount of air the intake system consumes, hence the V in VAIS. It'll act as if your valve would be constantly open. The back-pressure created from when the valve was closed pre-3800rpm is what created the increase in low-end when the VAIS is installed.
