Well you would have to:
1) Send more current throught the turn signal system, but not too much, or the relay (blinker) may not be able to react fast enough, thus leaving your turn signal "ON" all the time.
2) Build/use a faster cycling relay that will handle the increased current.
3) And use LEDs for bulbs to quicken the response time of the signal.
