OK, just noticed that you said relay snaps so that part of circuit and Fuse #53 is OK. That should make the trouble easier to find. Make sure fuse #63 is OK if it is you should always have 12VDC from battery at the orange wire of the foglamp relay, when the foglamp relay turns on it provides 12VDC to the orange with black stripe wire that runs fom the relay directly to the fog lamps. You need to check this area.
