P0400 due to Faulty ECM?

P0400 due to Faulty ECM?
So, I've been battling this issue now and have been following the FSM to troubleshoot this. Passages are clean, no exhaust leak, harness connectivity is good, EGR solenoid is good, EGR temp sensor is good and the only thing that is off is this procedure below.
It says I should have 0.1-14V at idle speed on those terminals coming off the ECM. Terminal # 9 was 0.14V with no change when RPM was revved. Terminal # 10 had 0.02V at idle but jumped up to 0.1V when revved. Terminal #18 & 19 were 0.00V both at idle and revved.
So, time to get new ECM?
