Emergency Brake

When i pull my E-brake up it feels like only my rear drivers side wheel locks. so i jacked the car up and pulled the E brake and one wheel locks and the other (passenger side rear wheel) spins freely? any one know what that is? thanks

Most likely, your cables are corroded and the one leading to your passenger side brake caliper is frozen up. Common problem unfortunately.
