Passed Smog check -- why get the P0430/P0420 codes

I passed smog check on my vehicle with super flying numbers. The numbers were way lower than max and close to avg in in the case of NoX it was below the avg (both 15m/25 mile numbers).

Why then do I get the stupid P0430 code saying there is an issue with the pre-cat/cats/O2...?

Is the ECM programming way to aggressive?

Pretty much. They don't have to be too far off their normal parameters to cause a problem.

Here in CA it is a different ballgame altogether thanks to the tough emission/smog requirements. The guy opened the hood and checked for any hanging wires, not just once but many times. All the O2 sim guys in CA need to know that they are getting trained to find the crook out there who is fooling their analysis.

He got under the car and checked for any tinkering out there.

Anyway, I was surprised by the amt of homework this person did to finally sign and transmit the report over to DMV. Honestly there is little chance for any tinkering with either O2s or gutting out pre-cats etc. with the guy who did my smog. This guy was thorough.
