WTF - This is crazy

Ok here's the deal...I am still having a bad cat smell @ WOT and using excessive fuel (15-18 MPG in the last month.)--This is accurate. I do miles driven/gallons used after every fill up and save all receipts.
I have a stored DTC P1320 which is Ignition Signal - Primary Circuit...
No Mil, No misfires...zero....all cylinders are good...Coils seem good. Problem isn't intermittent..Problem is non-existent..
As I'm scrolling thru the snap-on tool I see my 02 sensors are switching properly from .1 volt to .9 volt.... Good sign....However my A/F alpha for both b1 and b2 are around 80% at idle.. When I give it gas it raises to almost 100%...(I'm going to assume alpha means STFT"Short term fuel trim"????, if it does then I'm also going to assume the snap-on doesn't give LTFT " Long term fuel trim" readings...) Now for the kicker....Even though the 02's are switching properly the 02's status (Both banks) constantly remains "LEAN" not switching from lean to rich..One would think if they where constantly reading lean then the voltage would switch incorrectly??....Any suggestions????
I don't know the snap-on tool pisses me off, I haven't used it much...Maybe tomorrow I'll pull out the mastertech since I'm more famaliar with it.
I'm also going to scope all the cylinders for chits and giggles.
