bad ecu? wont complete self emissions tests

my 96 maxima automatic will not finish its self emissions testing. I have drove it thousands of miles so thats not the problem. there are four tests that will not complete. the evap, o2, catalyst and egr tests all show not ready even took it to get inspected with emissions and failed because of the uncompleted self emission testing. I also have the 1320 code related to coil packs but have had a set of hanshins and nissan in it, new ngk plugs and fixed a handful of vacuum leaks along with a couple other parts that were questionable such as the ignition condensor (looked burnt). is it possible that either the lack of completed tests throw the code or the fact of having the code wont allow it to finish testing? the ses light did go off one evening when the girlfriend was in it but of course came back on when she restarted it. it would also chug pretty bad when put into rverse gear only, that has gotten alot better since I fixed the 4 or 5 vacuum leaks. Seldom does it now and not near as noticable but if I clear the code with my scanner it 99% of the time will turn on the light when it does the miss or chug in reverse. just at a loss. have tested numerous sensors related to the code also and everything has checked out to specs. PLEASE HELP!

replaced the front o2 sensor when I first got the car because it had a code for it which went away afterwards. always had the 1320.
anyone know what the nissan drive cycle is? a link possibly?

So the 1320 code wont let the car perform its emission testing? What kinda crap is that? Lol
