Look at it this way, its $100 to pass inspection with problems and $110 for a windshield installed. Which route would I go? Replace the windshield and pay $37 to pass inspection...providing that you don't have lights on your dash.

Different states have different rules/inspections. Here in Cali we have to pass the visual and smog sniffer test. In some other states, they check your windshield for no cracks, no broken tailights, no leaking break lines etc etc as well as emissions. In conclusion, every state is different.

Yes it does, and its done by a licensed shop with the equipment to do the inspection. The current Safety inspection includes breaks, tire, and anything that would cause a concert to safety ie windshield, lights and even windshield wipers. and the emissions now basically connects to the ecu and check weather the systems are ready and also check for cel's, typically if you have a cel or any code you will most likely fail the inspection. and this is all done for $37 a year takes somewhere around 1 hours to do it.
