I just realized what BS I wrote up in my previous post. the CRUISE light by the speedo comes on and I can get it to flash when I hold the SET button on the steering wheel and then turn on the cruise switch on the dash.

FSM has a clear outline on what to do in this situation, you're doing the first part, at least. First step is the actuator.

I'm going to say it's your pump or actuator. If your light is flashing, it's probably not a bad computer. Although mine was flashing and reseating the connection to the ASCD module fixed my issue (or maybe it was a combination of reseating the connection on the pump too?). Could also be a wiring issue between the pump and the rest of the system.
Do what the FSM/PMohr says though. I secretly think PMohr designed the 4th gen.
I checked the actuator and it works. From all I have done so far I think its the pump. I am reading the FSM right now to see how to do the diagnostics on it.
EDIT:
I checked the pump by applying 12V directly from the battery to terminals 1 and 4 as the FSM said. I could hear the pump because it was kinda loud but I didn't feel much vacuum presure at all. I do not have a vacuum gage to I did it by feel with my finger and also I plugged the hose to the actuator to see if it will pull on the cable and it DIDN'T.
Even if you didn't do all the steps, you certainly have checked the pump to satisfaction. At this point my first inclination would be to disassemble the pump to see if there was anything that was easily repairable. Could just be an accumulation of dirt under a reed valve or the inlet is plugged or something like that.
Depending on how valuable your time is to you, you have little to lose by trying to fix the pump.

The time I have. What I don't wanna do because I am lazy is take all the plastic from under the fender to undo the 2 10mm nuts that hold it in. If I go and do that I would prolly just replace the pump. I was thinking of taking one off of a car from the junk yard.

The wheel well liner shouldn't even cover those two studs up. They aren't on my car, anyway

I got if fixed yesterday. I went out to the junk yard and picked up an actuator and vacuum pump and put them in my car and now the cruise is working again.
I still don't know which one of them was the problem but I know that the pump didn't have enough vacuum pressure and the actuator had a crack right where the hose connects to it.
