fuel filter placement question

fuel filter placement question

so im going to change my fuel filter in ab 10 min but just to make sure on the filter where it says OUT and has the plastic part is that the part that is suposed to go down or up because if i put that part down all the letters on the filter will be upside down for me. my filter looks like this

so the Flat part of it is suposed to go down and the more circular side is up right?

and also where is fuze 32 located under the steering wheel or under the hood?

that actually does not answer my question. i asked whitch way should the filter be put in not where it is or how to remove it...
