A lot of Maxima owners with P0430 code

Many Maxima owners have had their CEL come on due to this code. How critical is it to change this sensor? From what I understand, this is a secondary O2 Sensor and has no ill effects on the vehicle other than triggering the CEL.

Have Maxima owners with this code had a decrease in performance and gas mileage?

change it, o2's can cause all kinds of funky issues, and gas mileage will be affected without a doubt.

These are secondary O2 sensors that monitor the catalytic converter. They do not directly affect gas mileage.

You felt wrong, this just keeps tabs on the cat and makes sure its working, has absolutely no affect on fuel maps. Mines out on me now and i still get an easy 22-23mpg city.

regardless of what you 'think/feel' the simple fact is anysensor malfuntioning is going to cause a problem somewhere down the line, whether its fuel mileage or performance, etc.
02 sensors especially should be changed when they are faulty.

the 02 that is stated is directed towards the cat, but do not be naeive and think that that does not alter the ecu

Your vehicle may not pass inspection with the CEL on, so consisder changing it before your next inspection.

how difficult is it to change this sensor on bank 2? Would a universal work just as well? Is it difficult to connect the universal sensor as it's not plug and play and involves splicing of wires?

It's not difficult to splice. I bought a Bosch universal sensor on ebay for about $20-25. I tried to remove the old sensor by myself but it was stuck.
So I got it changed in the shop for $30. The mechanic had to heat the sensor with a torch until he could take it out.
I spliced the wires by myself and connected the universal sensor to the harness while the mechanic was taking out the senor.

Its not hard to replace. Mine is bad right now, gas mileage is in the crapper too.
