help with parking cable

The hand brake is so tight in my 4th gen that it cannot be moved at all ... i was looking at this site http://www.motorvate.ca/mvp.php/303 but not sure from which angle the pic was taken nor am i sure if it's near the left side or right side rear suspension .. or is it on both sides ?!? Can anyone help me clear it out ? thanks ...

That pics is towards the back on both sides. Cant miss it when you look under there. It in front of the rear wheels.

My hand brake cables are seized too. The only thing you can do is to replace them. I'm not gonna spend my money in buying new cables because I never use hand brake.
