What's a good/best tool for.............

.....cutting the plate that sits behind the rotor?? Thanks in advance for any and all responses.

I didnt think it had a real purpose besides preventing brake dust, and maybe heat from the components behind it. If you guys say leave it alone, I will. I'm replacing all my rotors today, so I was going to do that while I had them off.

that is actualy the break dust sheild, it doesnt prevent dusting, nothing prevents dusting except Abstinence. Do not remove it. It is there to protect the lower control arm components

If you're talking about the backing plate, I would not mess with it. It's there to shield the rotors from cross spash while driving in the rain in addition to providing shielding from road debris, etc. It doesn't do a whole lot with preventing brake dust, but does keep it from collecting on the strut, ball joint and lower control arm. The backing plate on some vehicles holds the ABS sensor, etc. There are exceptions when the backing plates are cut away. For example on my 1995 Caprice LT1 police package car, the backing plates are extremely small exposing the back side of the front rotors. There are air deflectors under the car to direct air to cool the rotors better during high speed driving. On a stock Caprice or Impala SS, the rotor is completely blocked by the backing plate and has different air deflectors to divert air around the tires instead of into the caliper/rotor area.

The brakes on the Maxima are pretty good actually so I'd just leave it stock.

so what about if your going to use a big brake kit? do you just cut off the upper lip portion or completely off?
