Thanks guys! I checked everything and one of the relays is bad. The connections were a bit corroded as well; guess I need to mount them in a different position so water doesn't collect.

Apparently one relay is for low beam and one is for high beam (I'm talking about the 9007 conversion kit here) so that was why I could get high beam but not low. I'm going to replace the relays today.

I have a question. I'd like to do this, but are the connectors at the end of the harness that the bulb goes into the same for the 9004 and 9007? Is the only difference the 2 wires which need swapping? As in I can go buy a set of 9007 bulbs, and plug em into my 95 harness but just not try the lights till i swap the wires? Just tryin to clearify before I blow something else up lol

No. You need to shave the one nub on the area that the bulb slides into first. Then put the 9007 bulb in. Then swap the two wires. Otherwise you're all good.

Anybody ever try overwattage 9004 bulbs with the stock harness? Saw some 100W/85W bulbs for sale locally. Can the stock harness handle the higher wattage bulbs? My car is a 96, so it's got glass lenses. No worries about getting too hot with the higher output bulbs?
