3RD GENERATION 1993 MAXIMA (question for a freinds car) need help

I have found on all of my cars if you maintain them (oil, air filter, tire pressure, alignment) and drive very sensibly, the cars will outperform the highway rating from the government listings.
For example, the official listing for the 1992 Maxima with a manual transmission is 24 (new ratings) and it was 26 on the old ratings. I routinely would get 28-29 on the freeway. After some modifications and using non-ethanol gas, I can exceed 30 mpg on long freeway trips.
