Could be. It could also be the starter, spark plugs, wires, distributor or battery. And that's just for starters, that's assuming that there isn't a major problem with the engine like loss of compression or a broken timing belt.
Well dont give too much info there, haha, j/k :-) If you think its fuel related, take off the intake pipe at the intake mainfold and spray some carb cleaner down there while cranking it and see if it trys to get going. Also inspect to make sure the fuel pump is turning on when the ignition is switch to the on position. If not, check the fuel pump fuse in the fusebox.
